No. There is no battery, no Bluetooth and nothing to pair. The QR code is printed onto the tag, so there is nothing in it that can run down, expire or need replacing. Nothing to remember to charge before a day out.

No, and that is rather the point. They point their phone's normal camera at the code and a web page opens. Asking a stranger to download an app in order to do you a favour is asking too much, so we do not ask.
The finder needs mobile data or wifi for the page to load. That is the honest limitation of any QR tag, and we would rather say so than pretend otherwise.
In practice most lost things turn up in shops, schools, cafes and stations, where there is signal. If you specifically want something that works with no connection at all, a Bluetooth tracker is the better tool for that job.
Yes. The code points at a page you control, so contacts, photo, item name and drop-off spot can all be changed whenever you like. You can move a tag onto a different item and change what it says, too.
